Neil has a strong track record in solving complex problems on the international stage, having previously worked as a diplomat in Washington DC. He has worked with international partners in Europe and South Asia to specify and deliver classified information systems to a range of international partners across the region.
Neil’s previous experience has been in technical leadership and the procurement of information systems for government, military and security services. He has also succeeded in senior user and requirements roles for command and control information systems including deployable infrastructure, communications, fixed and mobile computing, common operating picture and decision support
Chief Operating Officer John Heath brings over 25 years’ of experience in ICT, business operations and financial management to the GWI team. He is passionate about data-driven decision making.
Throughout his career, John has worked across a broad spectrum of industries and has held a number of financial management, project management and consulting roles, including over 10 years as the CFO and Director of Group Services at an information services company in South Africa. He has acted as Chair for a range of non-profit organisations.
With extensive ICT sector experience, John’s key areas of expertise include financial consolidation, reporting, business intelligence, data warehousing and corporate performance solutions. John has also designed and implemented bespoke solutions on behalf of his clients in relation to data services, business analysis, project management and PMO reporting.
Partner Michelle Teis is an enterprise information management strategist with more than 25 years of industry experience. In 2021, Michelle was awarded by Women in Digital as the National Data Leader of the Year.
A trusted adviser to clients, Michelle leads complex transformational projects such as the development of smart city strategies, information management programs and open data initiatives.

Partner Tim Sheehan is an experienced data consultant with over a decade of experience across a broad range of industry sectors.
Tim is skilled at helping clients turn their data into powerful insights. He possesses a high degree of understanding of the strategy and execution of data driven multi-channel campaigns and is an expert in interactive reporting solutions. Tim brings extensive experience in using a mixture of technology to develop SCV, Segmentation and ETL processes to unlock the potential in his client’s data.
Throughout his career Tim has managed a number of large scale digital transformation projects involving the strategic update of cloud, product, web and program related business assets. He has also led the implementation of a number of interactive dashboards for several major retail companies.

Having graduated from her Master’s program in 2018, Livia has gained expertise in information architecture, information retrieval and information management throughout her degree.

Jon O’Brien is a strategic and technically savvy executive with more than 20 years’ experience in the information, communications and technology industry.
Jon has a proven track record for operating at scale and developing large complex initiatives that create social and economic value within a state and national context. His values-based leadership style, customer advocacy and strategic focus enable him to consistently deliver transformational outcomes for clients.
Jon has an outstanding track record of engagement across multiple customer segments including the commercial, not-for-profit and public sectors, and has successfully led and delivered several projects valued in the hundreds of millions across the public sector.
Jon was a committee member for the AIIA Queensland branch for 10 years, during which period he held several roles including Deputy Chair and led a number of sub-committees. He was also Director on the Board of Open Data Institute Australian Network from 2014 to 2018 and held an Advisory role on the QUT Digital Media Advisory Board from 2017 to 2018.
Senior Manager Lorena Leon Moreno is an accomplished consultant and information management specialist with over 9 years' experience in information and data management, business process modelling and ICT implementations.
Throughout her career, Lorena has assisted a number of private and public sector clients, including large governments agencies in Queensland and New South Wales, on the design and implementation of information and data management initiatives. Some of these initiatives include strategies, governance frameworks and operating models, maturity assessments, and audits and reviews.
As a Certified Business Analysis Professional™ (CBAP®), Lorena is also highly skilled across the business process management lifecycle, particularly process modelling and optimisation. Director Gavin Deeprose brings over a decade of experience advising on public programs, policy and strategy to the GWI team.
He currently advises clients across a broad range of industry sectors including banking and finance, retail, higher education, gaming and telecommunications.
Gavin specialises in assisting businesses and governments navigate large scale digital transformation and has extensive experience in economic development policy, government advisory, risk, program strategy and evaluation.
Before joining the GWI team, Gavin served as a key adviser to the Lord Mayor of Brisbane. In that role, he provided strategy, insights and support across a range of major civic projects and economic development initiatives including the Brisbane 2022: New World City Action Plan, which was later recognised as the leading foreign direct investment strategy in the Asia-Pacific Region by fDi Intelligence (a division of the Financial Times).
Danika Lanham, is an experienced information technology and information management leader with over 18 years in technology leadership and transformation roles managing up to 120 staff across all IT domains. Responsibilities have included leading the delivery of large portfolios of work across infrastructure, applications, corporate technologies knowledge management, asset management and service desk.
Danika is an enthusiastic leader who inspires and mentors staff to positively impact the organisation. A motivated and results driven individual who applies attention to detail and ensures that quality outcomes are achieved. Instrumental in the delivery of various technology strategies across multiple industries. Experienced in working in fast paced environments and driving a culture of high performance and operational excellence.

Mainaaz Oakley is a strategic leader with experience advising on public policy, programs and project delivery.
She has extensive experience working across governments, both at the state and federal level, providing advice to senior leadership on government priorities and initiatives. Mainaaz has worked as a Senior Policy Advisor to the Queensland Treasurer where she provided advice on the financial and service delivery performance of government departments and agencies.
Mainaaz is admitted as a solicitor in the Supreme Court of Queensland. Her legal background, combined with her experience in government advisory and private bid support, provides her with the analytical ability to support clients to develop and implement unique business solutions.
Consultant Anthony Okoye, brings a diverse range of skills in data analytics, communication, and project management developed from his experience as a business process analyst.

In a recent engagement, Jane led five streams of work to uplift the IM maturity of a large public organisation. Spanning a maturity assessment, skills analysis and recommendations, the development of a lifecycle management plan, an IM assurance plan, and an IM training and awareness program, this project provided the client with sustainable and achievable direction to meet its contemporary and emerging IM needs.
Manager Dan Wood brings over 10 years’ of experience including business analysis, process modelling and content management to the GWI team.

GWI Senior Consultant Sonia Collett is an accomplished and versatile business analyst with more than 15 years of specialised software development experience.
Pairing this wealth of experience with her strong capabilities in data architecture, platforms and enterprise data management, Sonia is committed to delivering meaningful solutions for her customers. Sonia’s recent engagements include the successful delivery of local government software solutions relating to water management and governance of pensioner rebates. Leveraging her expertise and practical skills, she developed a robust solution resulting in improved operational efficiencies and information capture capabilities. She received her Master’s degree in Information Technology from Queensland University of Technology and also holds qualifications in Library and Information Science, and Psychology.
Tom’s major focus is in setting organisations up for long-term success by aligning ICT and information assets with corporate strategy, and optimising systems to enable effective information capture and sharing, appropriate data governance, management reporting and workforce efficiency.
Throughout his career, Tom has worked in a variety of roles in information and communication technology as a business and system analyst, project manager, ICT manager, system administrator, application developer and trainer. Notably, Tom implemented an organisation-wide CRM system at the University of Queensland and helped to modernise a Queensland government department’s client management administration system.
Tom holds a Bachelor of Arts in Information Management and Presentation from the University of South Australia and is a Prince2® Practitioner.
This diversity of experience has seen Tom excel in requirements definition and elicitation, including translating requirements into effective system and process design to satisfy customer, end user and management requirements.
Louis Hof is a strategic procurement and contract management specialist with more than 30 years’ experience.
Louis assists clients to navigate significant ICT procurements, sometimes as part of a broader GWI team providing valuable insights into generational system upgrades. Louis’ expertise includes strategic procurement and contract management advice, ranging from ad-hoc advice to drafting new policies and procedures and running workshops for staff.
Throughout his career has worked in a variety of senior procurement and administrative roles for the Queensland Government. Louis led the Queensland Government Chief Procurement Office (QGCPO) procurement services teams responsible for implementing and managing whole of Government procurement arrangements.
Madeline Lee is a Consultant at GWI with a background in information technology, marketing and creative design.
She holds a Bachelor of Information Technology and a Bachelor of Multimedia from Griffith University. Having graduated in 2019, Madeline has applied her knowledge in information systems and marketing at GWI to contribute to key ICT consulting projects. This has included research, the development of inventory mapping, enterprise architecture and performing data quality analysis.
Madeline was instrumental to the development of the Wiggins Island Coal Terminal (WICET) enterprise architecture development. WICET, operating from Port of Gladstone, exports circa 12 million tonnes of coal per annum. To successfully meet their targets and continuously improve operational efficiency throughout the supply chain, the WICET consortium engaged GWI to redesign their enterprise architecture framework to ensure that data and information as well as technologies allow for automation and data-driven decision making.

Consulting Director Terry Beitz is a highly experienced leader with more than 35 years’ in key public sector organisations including Police and Emergency Services.
Terry has extensive experience in delivering programs across multiple agencies to develop capability in ICT risk management, portfolio, program and project management. Terry also has extensive operational experience in Police and Emergency Management; he was responsible for the State’s extensive life-critical emergency communications, radio, and wireless networks for ambulance, fire and emergency management.
Over his extensive career, Terry has received numerous commendations in recognition of his contribution to major investigations continuous improvement, risk management and emergency communications.
